The agreement was announced by US President Donald Trump immediately after his meeting with European Commission President Ursula von der Leyen in Scotland.

“I believe this is effectively the final agreement. It is the biggest one of all,” Trump told reporters. Von der Leyen emphasized that the agreement “will bring stability and predictability.”

The deal was reached just days before the deadline for Washington to impose a 50% tariff on nearly all European products.

Initially, Trump had threatened to more than double tariffs, before reducing them to 30%, exerting strong pressure that accelerated negotiations.

Under the agreement, the EU commits to opening its markets to US trade with zero tariffs on selected products. Tariffs on steel and aluminum will remain “as is.”

Beyond tariffs, the agreement also includes the EU’s commitment to purchase $750 billion worth of American energy, as well as invest approximately $600 billion in US businesses and military equipment procurement.

Pending Issues: Pharmaceuticals and Semiconductors

US Commerce Secretary Howard Lutnick stated that decisions regarding pharmaceutical products and semiconductors—sectors currently under separate investigation and potentially subject to special tariffs—are expected within two weeks.

Similar agreements with reciprocal tariffs of 15–20% have already been achieved with countries such as Indonesia, the Philippines, and Japan. Washington continues negotiations with other economies including Switzerland, South Korea, and Taiwan.
