According to a joint announcement by the Ministries of National Economy and Finance, Environment and Energy, and Social Cohesion and Family, the amendment to the Joint Ministerial Decision (JMD), co-signed by Environment and Energy Minister Stavros Papastavrou, Social Cohesion and Family Minister Domna Michailidou, Deputy Minister of National Economy and Finance Nikos Papathanasis, and Deputy Alternate Minister of National Economy and Finance Thanos Petralias, sets the new income eligibility criteria as follows:
The minimum income threshold remains €10,000 for single individuals, married couples or civil partners, as well as for single-parent families. However, the maximum income threshold, based on the last tax year or the average of the past three years, increases to €25,000 (from €20,000) for singles, and €35,000 (from €28,000) for married couples or civil partners. This amount is further increased by €5,000 per child (up from €4,000 per child). For single-parent families, the maximum income threshold rises to €39,000 (from €31,000), with the additional €5,000 per child beyond the first remaining unchanged.
Regarding the minimum income threshold of €10,000, the calculation includes the total annual taxable income—whether actual or imputed—regardless of its source or reporting code in the Individual Income Tax Return for the last tax year, plus any income from pensions or welfare benefits for dependent children for that year.
For the maximum income threshold, the annual taxable income—actual or imputed—regardless of category or reporting code in the last tax year’s Individual Income Tax Return, excludes income that is fully exempt from personal income tax under Law 4172/2013, according to the framework in effect for 2024, for the purpose of receiving the heating allowance.
The deadline for program eligibility is set at 31 May 2026 (previously 31 December 2025), with the possibility of extension by decision of the Minister responsible for the Special Coordination Service of the Recovery Fund (EUSTA), if resources are available. The deadline for signing a loan agreement with the final recipient is set at 31 August 2026 (previously 30 June 2026).
