For the casino of Rio, the decision of the members of the Commission was unanimous except for its President Dimitris Tzanatou. Without the decision coming as a surprise the Casino will be permanently "locked" unless it goes to court and succeeds in getting the decision overturned.
The Commission proceeded with this decision due to the insurmountable financial obligations that the Casino of Rio has to the public and EFKA.
