Investments exceeding 140 million euros in Oinofyta are being initiated following the signing of the Joint Ministerial Decision approving the development of a Business Revitalization Park in the area.

According to the Joint Ministerial Decision (Government Gazette B' 5305, 3/10/2025), the Park will be developed on an area of 11,348 acres, where approximately 300 businesses already operate under the status of "Informal Industrial Concentration." These businesses produce one-third of the country’s industrial GDP (dominated by metals, chemicals, storage services, food, and paper products).

The main provisions of the Decision include the construction of necessary infrastructure works (water supply, sewage, roads, wastewater treatment plant, etc.) and the allocation of the area so that, beyond industrial uses, 968 acres of public spaces, 1,212 acres of green spaces, and 68 acres of public utility areas will be created.

The development and management of the Oinofyta Business Park is entrusted by the Joint Ministerial Decision to the Development and Management Company of the Oinofyta Business Park (E.A.D.E.P.) in which local businesses and stakeholders participate.

As Andreas Loukatos, CEO of E.A.D.E.P., pointed out to the Greek News Agency (AMNA), the next steps for the implementation of the project are the preparation of the urban planning study and its approval by the Decentralized Administration within a one-year timeframe. From this study, the obligations of landowners regarding contributions in land and money for the construction of infrastructure works will arise. Alongside the urban planning study, the construction of the wastewater treatment plant will begin, an investment that has been included in a state aid program funded by the Recovery Fund, with a subsidy of approximately €9 million.

According to the financial study conducted, about 80% of the funds for infrastructure financing will come mainly from monetary contributions, while the remainder will come from equity, loans, and the Recovery Fund subsidy.

Importantly, the urban planning of the area will create approximately 3,637 acres of new industrial plots, where depending on the use, it is estimated that 100-120 new business activities (or expansions of existing ones) can be established. It is noted that installation in organized business areas such as Oinofyta is linked to several advantages, such as better building regulations, simplified environmental licensing, increased funding percentages from the development law, a favorable legal framework regarding land use, improved cleanliness, waste collection, and street lighting services.

The main provisions of the Joint Ministerial Decision stipulate:

  • In the Oinofyta Park, all types of secondary and tertiary sector business activities are allowed, except for shopping centers. Indicatively allowed activities include industry, manufacturing, professional workshops, wholesale trade, supply chain enterprises (logistics), warehouses, research centers and laboratories related to applied industrial, energy, mining research, business and employee support centers, high-tech and quality service laboratories, technical schools and university branches, business incubators, branches of public services – public benefit organizations, health services, financial institutions, waste treatment units, greenhouses, etc.

The infrastructure works to be implemented in the area include:

  • Road works (more than 50 km) aiming to improve connection with the existing local and regional road network (PATHE highway, Athens-Thessaloniki Old National Road).

  • Wastewater management works including connection wells for businesses, a 75 km long network, and pumping stations.

  • Wastewater Treatment Plant (WWTP) with a capacity of 7,000 m³/day serving the installed businesses. There is a special provision for heavy metals, according to which: “The maximum permissible concentration of heavy metals in the waste discharged by businesses (which will also be reflected in the sewage regulation and will be a prerequisite for connection to the network) will be equal to the upper emission limit in Asopos to ensure that businesses potentially producing waste with heavy metals take measures and bear the cost of the necessary pre-treatment before discharging into the network.”

  • Flood protection works – stormwater network.

  • Water management and distribution works (replacement of old pipes, construction of an 8,000 m³ reservoir, installation of new fire hydrants). The maximum daily water consumption of the park is estimated at 16,350 cubic meters and its water needs will be met by the water supply networks of EYDAP and the Municipality of Tanagra.

  • Water treatment plant (WTP) with a capacity of 14,850 cubic meters.

  • Street lighting network.

  • Telecommunications network.

In a later phase, connection of the Park to the railway network, construction of a substation by ADMIE, construction of a natural gas network, and a peripheral road of Oinofyta are planned.
