In addition, 3% of the central public administration buildings should be upgraded every year, in other words an equivalent of up to 12.000 sqm per year.
According to the bill submitted to the Parliament from 2022, the buildings purchased by the State should be classified at least in energy category B ', and from 2026 to be almost zero energy consumption. Especially, for the central public entities, the building is required to be almost of zero energy consumption from January 1, 2022 onwards.
For the leases it is planned that the buildings will be required to be at least in energy category B effective from 1.1.2020 and to be almost zero energy consumption from 1.1.2026 and especially, for the bodies of the central public administration, the building is required to belong at least to the energy category B 'from 1.1.2020 and to be almost zero energy consumption from 1.1.2026.
The same bill sets the target for the reduction of final energy consumption in 2030 by 38% compared to 2017 in all economic sectors (industry, transport, business, household). Measures to achieve the goal are defined as the energy upgrade of residential buildings, public buildings, tertiary sector and industrial units, the energy efficiency obligation regime and the competitive processes in combination with efficient heating-cooling from RES.
In addition, the bill legislates for the agreement inked between the Greek government and the EU on the case of violation of competition in relation to PPC lignite production. Specifically, there is an obligation of PPC to proceed with the sale every quarter of certain quantities of futures electricity products, a process which has already begun.
More specifically, PPC has the obligation to sell in quarter basis certain quantities of electricity products futures. In this way, the futures electricity market is utilized and strengthened. In the same context, the required net seller position is determined, per quarterly product, which PPC must maintain throughout the validity period of the commitments. In addition to the above, the appointment process and the responsibilities of the Monitoring Trustee are defined, who will supervise the implementation of the procedures and the objectives of the commitments, the relevant information of the European Commission, the Hellenic Republic and RAE, as well as proposing appropriate measures to ensure compliance with the European Commission decision.
