The first post-elections bill of the Ministry of Finance in public consultation

The bill comprises salary increases for civil servants and measures to support vulnerable citizens.

The bill with salary increases for civil servants as well as support measures for vulnerable social groups is being submitted for public consultation by the Ministry of National Economy and Finance.

The total amount of interventions is 1.1 billion euros per year (that is, 4.4 billion for the next four years), while an additional 385 million euros is the benefit of the regulations that will come into effect this year.

From January 1, 2024, the salaries of all civil servants (663,000) will increase, and at the same time, a number of allowances and additional benefits they receive will increase (increase in family allowance, position of responsibility allowance, special working conditions allowance, border allowance, etc.). The average annual benefit for each civil servant, from the combination of the above increases, amounts to an additional 1,292 euros gross or 800 euros net.

The interventions in the salaries of civil servants included in the bill under consultation are summarized as follows:

- Horizontal increase of 70 euros per month for all civil servants of both the Uniform and Special Payrolls.

- Increase of the family benefit by 20-50 euros per month, depending on the number of children.

- 30% increase in the position of responsibility allowance.

- Increase in border allowances, special working conditions for the officers of the Armed Forces and Security Forces, as well as overnight expenses and mileage allowance for all employees.

- In addition to the above, increases are included in the salaries of university students in implementation of relevant decisions of the Council of Ministers and through the establishment of a library allowance.

In addition to these, with the same bill:

1. The tax-free allowance for taxpayers with dependent children is increased.

2. The Market Pass is extended until October.

3. The Youth Pass of 150 euros is introduced from this year.

4. Former EKAS beneficiaries are permanently exempted from participating in the cost of purchasing medicines.

5. The ENFIA is reduced by 10% for homes insured against earthquakes, fires and floods.

6. A ceiling of 3% is placed on the rent increases paid by the State for its service accommodation.

7. The quantification of political party programs by the Hellenic Fiscal Council is established.
