Paros Municipality halts progress on EKTER poject

The Municipality of Paros continues to impose restrictions on the development project of the listed company EKTER at the “Kolympithres” site within the Municipal Community of Naousa.

At its most recent meeting, the Municipal Council approved the appointment of Mr. Vasileios T. Papadimitriou, a lawyer based in Athens, to prepare and submit a memorandum to the competent department and the rapporteur concerning the draft presidential decree on the special urban planning scheme (S.U.P.) proposed by the company EKTER S.A. for its property located at the “Kolympithres” site in the Local Community of Naousa, Municipality of Paros. This memorandum will express the views of the Municipality of Paros, primarily addressing environmental matters before the Council of State, leveraging Mr. Papadimitriou’s specialized expertise and experience, based on the legal support office’s recommendation (ref. no. 16113/4-9-2025).

According to the municipal administration, the appointed lawyer will work in full cooperation with the Municipality of Paros’ legal support office and will be responsible for promptly forwarding all legal documents submitted and received.

The Municipality of Paros emphasizes that “this is a matter of major importance for Paros and requires specialized legal expertise, particularly in environmental issues before the Council of State.”

It is recalled that the draft Presidential Decree foresees the construction of a luxury tourism campsite (glamping), single- and two-story residences, swimming pools, tourist accommodations, tourism enterprises, restaurants, cafes, cultural facilities, and more. The entire 328-acre site is divided into zones with a designated land use of “tourism and recreation,” with defined land uses and building regulations.

In the first zone, the construction of tourist accommodations, special tourism infrastructure, tourism businesses, small and specialized sports facilities, cultural venues, restaurants, taverns, cafes, and a building-cum-parking lot for tourist buses, cars up to 3.5 tons, motorcycles, etc., is permitted.

In the second zone, single-story buildings are allowed, with a possibility of two stories for up to 20% of the total built area. The maximum density is set at 8 beds per acre, with pools and basements up to 2.30 meters deep. The minimum distance of any building from the shoreline is fixed at 100 meters.

The third zone permits only the construction of an organized luxury tourism campsite (glamping). Another zone allows the construction of single-story residences with a maximum height of 3.5 meters, with building footprints limited to 150 sq.m. for lodging facilities and 120 sq.m. for dining and recreational centers.

Finally, there is a zone where construction, road opening, and alteration of the natural terrain are prohibited, with the exception of widening and paving of existing roads.
