Traffic enforcement cameras now in operation

Which violations do they detect, and where are they installed.

Law 5256/2025 was published in the Government Gazette (FEK 223/A/8-12-2025), establishing a comprehensive digital framework for the detection, verification, and management of all traffic violations, utilizing imaging technologies, automation, and artificial intelligence systems.

Image and video analysis algorithms are capable of detecting:

a) Vehicle license plates and characteristics

b) Use of mobile phones while driving

c) Non-use of seat belts or helmets

d) Traffic light violations

e) Illegal parking

f) Driving in emergency lanes or bus lanes

g) License plate tampering

Subsequently, specialized algorithms blur faces, license plates, and unrelated vehicles to ensure lawful data processing. Despite automation, all material is reviewed by a trained operator before a violation is officially recorded. The recordings are considered “in flagrante,” enhancing the credibility and speed of sanction enforcement.

Camera installation is permitted only when strictly necessary and where no less intrusive measures can achieve the same purpose.

For this reason, the following are required:

  • A decision by the Road Supervision and Safety Systems Service (O.D.Y.S.E.A.S.),

  • Consent from the Hellenic Police,

  • Statistical or empirical evidence demonstrating a high-risk area,

  • A Data Protection Impact Assessment (DPIA),

  • An assessment of the impact on fundamental rights for cameras using AI.

Devices are installed on permanent mounts, can be relocated only with approval, and are connected to the Unified Electronic System for the Management of Violation Records. Regions and municipalities may also procure and install systems at locations under their responsibility, provided that:

  • They submit a substantiated request to O.D.Y.S.E.A.S.,

  • They demonstrate the need due to accidents, traffic pressure, or the protection of sensitive areas (schools, hospitals, historic centers),

  • Consent is obtained from the Hellenic Police,

  • The system is connected to the central electronic violation management system.

Hellenic Railways S.A. may also install cameras at level railway crossings to:

  • Detect violations,

  • Enhance safety,

  • Immediately document hazardous behaviors.

At all locations where cameras are installed, the warning sign prescribed in paragraph 4 of Article 107 of the Road Traffic Code (Law 5209/2025, A’ 100) is displayed.
