New building regulation: official announcement imminent

The Ministry of the Environment is proceeding with the development of a new, simplified, and more functional Building Regulation, as well as the codification of urban planning and spatial planning legislation.

During his address at the Technical Chamber of Greece’s conference entitled “TEE at the Forefront of Digital Transformation”, the Secretary General for Spatial Planning and Urban Environment, Mr. Efthymios Bakogiannis, announced that the new Building Regulation is in its final preparatory stage. It is expected to advance once the Council of State concludes its final decisions, a process anticipated to be completed by the end of the year.

The aim of the new regulation is to establish a more streamlined and simplified regulatory framework, grounded in clearly defined and measurable standards. This framework is designed to better serve both citizens and professionals within the sector.

Mr. Bakogiannis also underscored the significance of finalizing the codification of urban and spatial planning legislation. This effort now provides a unified, coherent, and user-friendly legal framework. “It is essential that we have a clear understanding of the applicable regulations and that everyone operates under the same set of rules,” he remarked, highlighting that legislative consolidation is a critical step toward reducing legal fragmentation and preventing inconsistent interpretations by competent authorities.

These reforms form part of a broader agenda to digitally transform urban and spatial planning. The overarching goals include enhancing transparency, simplifying administrative processes, and reinforcing legal certainty in construction and urban development.
