Building activity in the Eurozone continues to shrink

Seasonally adjusted construction output in August 2025 decreased by 0.1% in the euro area and by 0.9% in the EU, compared with July 2025, according to estimates from Eurostat.

In July 2025, construction output increased by 0.5% in the euro area and by 0.9% in the EU, compared with the previous month. In August 2025, compared to August 2024, construction output rose by 0.1% in the euro area and remained unchanged in the EU.

In the euro area in August 2025, compared with July 2025, building construction output declined by 0.1%, civil engineering projects fell by 1.3%, while specialised construction activities increased slightly by 0.1%.

In the EU, building construction output remained stable, civil engineering decreased by 2.5%, and specialised construction activities also remained unchanged.

Among the EU Member States for which data are available, the largest monthly declines in construction output were recorded in Romania (-26.2%), Hungary (-11.4%), and Poland (-4.0%). In contrast, the highest increases were observed in Sweden (+4.2%), the Czech Republic (+2.2%), and Bulgaria (+1.4%).

Year-on-year, in the euro area in August 2025, compared with August 2024, building construction output fell by 3.8%, while civil engineering output rose by 2.6%, and specialised construction activities increased by 2.0%.

In the EU, building construction output declined by 3.0%, civil engineering grew by 1.0%, and specialised construction activities rose by 2.0% compared to the same month of the previous year.

Among Member States with available data, the largest annual increases in construction output were recorded in Slovenia (+25.2%), the Czech Republic (+17.0%), and Slovakia (+13.8%). The largest annual decreases were observed in Hungary (-13.6%), the Netherlands (-6.2%), and Poland (-4.9%).
