New residential building construction costs increase by 2.2% in Q4 2025

The General Index of Construction Cost Prices for New Residential Buildings recorded an increase of 2.2% in the fourth quarter of 2025, compared with the corresponding period of 2024, against an increase of 3.6% recorded in the corresponding comparison of the indices for 2024 and 2023.

According to data released by ELSTAT, the annual increase of 2.2% is mainly attributed to a 2.5% increase in the Labour Cost Index and a 2.0% increase in the Materials Price Index.

The General Index in the fourth quarter of 2025, compared with the third quarter of 2025, recorded an increase of 0.6%, compared with an increase of 0.8% observed in the corresponding quarterly comparison of 2024. The quarterly increase of 0.6% resulted from a 0.9% rise in the Labour Cost Index and a 0.4% increase in the Materials Price Index.

The average index of the twelve-month period from January 2025 to December 2025, compared with the corresponding index of the twelve-month period from January 2024 to December 2024, increased by 2.7%, compared with an increase of 3.7% recorded in the respective previous twelve-month periods.

The General Index of Construction Cost Categories for New Residential Buildings in the fourth quarter of 2025, compared with the corresponding index of the fourth quarter of 2024, showed an increase of 2.1%, compared with an increase of 2.8% recorded in the comparison of the corresponding indices of 2024 and 2023.

The General Index in the fourth quarter of 2025, compared with the third quarter of 2025, increased by 0.7%. An identical increase of 0.7% was also recorded in the corresponding quarterly comparison of 2024. The average index of the twelve-month period from January 2025 to December 2025, compared with the corresponding index of the twelve-month period from January 2024 to December 2024, rose by 2.3%, compared with an increase of 2.9% recorded in the respective previous twelve-month periods.
